To achieve success in promoting blended learning, the effort of frontline teachers is essential, but equally crucial is the coordination and support from all aspects
of school management. School leaders should create favourable teaching environments and conditions, encouraging teachers to integrate blended learning into their curriculum to enhance students' learning experiences.
Therefore, the project team has formed the 'Blended Learning School-Based Strategy Committee,' inviting school leaders and administrators who are passionate about pedagogical advancement and innovation to join. Members include principals, vice-principals, middle school leadership, and experts from the higher education sector. Through multiple meetings and group interviews, the members discussed the common
challenges faced when implementing school-based blended learning and their corresponding solutions. Together, the Committee developed the framework for
